Cell Phone Coverage and Traffi c Accidents: New Evidence using Cell Phone Towers

We examine the relationship between cell phone use and traffi c accidents using a unique measure of cell phone coverage. The distance from an antenna tower accurately predicts whether or not an area has cellular coverage according to provider coverage maps in 2016. Cellular coverage between 2001 and 2011 is proxied for using the the distance between a road segment and the nearest antenna tower. Empirical results show that when an antenna tower is constructed closer to a road segment, there is no change in the total number of automobile accidents. However, when towers are constructed closer to a road segment, there is a significant decrease in alcohol-related accidents in more rural areas. In urban areas, tower construction is associated with an increase in accidents caused by a distraction.
